Is it a necessary societal force to guide people towards managing their lifestyle thus unburdening the healthcare system from preventable illness, or is it counterproductive bullying which leads its targets to overconsume in response to stress from targeted verbal abuse?

I think when random strangers do it, it probably only makes the fat person more stressed which drives them to eating. When it's expressed as a health concern by close family or medical professionals, that may have some positive impact over time. I do think the "fat acceptance" movement is probably a net negative as it just gives truly unhealthy people a shield to deflect legitimate concern.

Well, we collectively stopped and heart disease is the #1 killer in the US. A lot of those people I really don't want around longer though anyway so.... no loss I guess? I'd rather have the people that care about their health, communities, etc alive longer.
