Put another way, Adam Smith may have illustrated how protectionism fails to protect domestic production and Smoot-Hawley demonstrated its self-defeating nature, but mercantilism was about trying to 'protect' existing means of production, not trying to create something that doesn't exist. Every other country could engage in free trade without us until the rest of America figures this out, I guess. Then treaties bound by law can protect against the instability of executive actions.
