I've been following this story for about a year. The Line is a planned futuristic building in Saudi Arabia which consists of two vertical structures about 200 meters or so apart. People are expected to live in the vertical structures.
Anyway it's slowly being built.
This story is one of those "will it or won't it" stories. Will it get built and waste billions of dollars, or will it not get built and waste not so much billions of dollars.

It's an interesting thought. Existing infrastructure gets in the way of projects - starting from scratch like that is a dream for ideas folks.
Starting everything from zero will waste billions for sure though - every utility is waiting for the other guy to finish their crap. It's way worse than just waiting for the painters to finish or something.
