Each new human will be custom designed, and these will reproduce with other enhanced humans.
A small population of genetically advanced humans would easily take over your highly populated society.

You still have the problem of nurture. If every child is treated as amazing because of their genes, then they aren't going to put in effort at all, and a big mass of stupid people could even surpass them in intelligence. Children only reach success through competition. In small families and small classrooms there's no incentive to standing out and doing your best.
