I took free college courses at a community college during high school. They let me transfer like 2 years worth of college courses when I applied to college. So just because APs got problems doesn’t mean there aren’t still solutions.

Pitt to waive tuition for some
Pa. students at regional campuses whose parents earn under $75,000 will qualify

The University of Pittsburgh is waiving tuition fees for some Pennsylvania residents at its four regional campuses, part of an effort that the university believes will promote affordability and increase access to higher education.
Starting in fall 2026, students whose household income is $75,000 or less will pay zero dollars in tuition at the Greensburg, Johnstown, Bradford and Titus-ville campuses.
Pitt leaders say they hope the tuition-free initiative will meet students from Western and Central Pennsylvania where they are. Many of students who study at the regional campuses are the first in their families to attend college or are recipients of the need-based Pell Grant.
"The Pitt Regional Campus Tuition Pledge reflects our deep commitment to the students attending our regional campuses," University of Pittsburgh Chancellor Joan Gabel said in a statement. "Students in Bradford, Greensburg, Johnstown, Titusville and across Pennsylvania deserve affordable access to a University of Pittsburgh education, and this program is our direct investment in making that a reality while strengthening the communities our regional campuses serve."
To qualify, students must fill out the Free Application for Federal Student Aid. Pitt will cover whatever tuition costs remain after federal, state and institutional aid is applied.
Current, incoming and transfer students will be eligible. The pledge will not cover costs related to housing, textbooks, meals or other fees.
Annual in-state tuition at these campuses is $13,796 at Greensburg, Johnstown and Bradford, and $11,682 at Titusville. That's compared to $20,966 in Oakland.
"A university education can have a life-changing impact," Pitt Provost Joseph J. McCarthy said in a statement. "Expanding access to an affordable, high-quality education remains a central strategic priority for the university."
Pitt's four rural campuses have all reported slow declines in their student populations over the past decade, although these decreases haven't been as pronounced as some smaller campuses in the region.
Fall 2025 enrollment at each of the campuses was as follows:
* Greensburg: 1,312 students.
* Johnstown: 1,829 students.
* Bradford: 1,079 students.
* Titusville (nursing program): 56 students.
A higher share of students at these campuses receive Pell Grants compared to their Oakland peers. In fall 2023, Pell Grant recipients comprised between 34% -50% of the regional student bodies, compared to just 16% at the Oakland campus, according to Department of Education data.
Pitt officials signaled that this move is part of the university's sweeping outreach efforts in Pennsylvania's rural pockets. Other efforts have included bolstered rural recruiting, plans to launch regional dental training centers in rural communities, and creation of a Center for Rural Engagement at the Bradford and Titusville campuses.
Offering free tuition to lower-income students is becoming a growing trend in higher education.
In 2024, Geneva College in Beaver Falls started waiving tuition costs for Pennsylvania students whose families earn less than $70,000 annually. And in 2025, Carnegie Mellon University began offering a tuition- free undergraduate degree to students whose families earn less than $75,000. For students whose family income is under $100,000, CMU offers a federal loan-free education by supplanting these loans with institutional grants. Harvard, Yale and the University of Pennsylvania are also among selective universities to offer free tuition to students under a certain income threshold.
