If a room has a strong smell due to not washing oneself for years, it is primarily the individual who has the odor. However, over time, the smell can linger in the room as well if not properly cleaned and ventilated. The responsibility for personal hygiene and cleanliness lies with the individual. It would not be appropriate to blame the government for personal hygiene and cleanliness issues.
