It's literally about networking, connections, presence, and a smidge of luck.
You have to have beyond true beginner quality but there's no definitive threshold because it largely doesn't matter. Be active in communities and participate in memes etc.

IF you live in any major city? You can find people who are in groups-clubs - That support what you are into OR want to be into. Hang with them for a while. One word of warning - Artists can be temperamental/difficult, as Buds-Friends-Lovers. Such is the nature of ART.
