wait, isn't rice paper what illegal bookies use because it dissolves in water if they get raided? how can you paint on it with watercolor paints?

Exactly. Of course as with any paper it cums in various thicknesses and I imagine the bookies use a thin paper. Remember Rice Papers is also used for decor in Asia and I suspect it's of the thicker variety. One thing that would concern me is just how long will a painting hold up. Humidity long term may deteriorate the art work. I lost Sis in laws paintings because of a divorce and even though the ones I had were mine as a gift, I was not about to take them away from her sister.
