The trauma experts claim that all addiction is caused by trauma, as in, opioids might soothe a broken body but also the trauma a person has. People also have a tendency to repeat traumatic events as a effort to resolve it, for example, a person might leave abusive relationships but just start other abusive relationships shortly after.
Maybe we can be collectively traumatized and now we want to give it another go, now we want another world war.

The truth as to why you shouldn't engage in drugs is enough and should be enough to steer people away from drugs. And if someone ends up deciding to try it after that or refuse to seek help for their trauma then fuck them.

Indeed, a government paying the medical bills means a government that is invested in the health of it's subjects. There's going to be a will to proactively stop things that get costlier over time.

Maybe they found a balance but how long can they maintain it? There's often suspicions that governments underfund healthcare as a way of perception management, meaning that once government healthcare sucks, it's easier to argue against it.
I am still optimistic though, I imagine there's a point where a lack of such healthcare destroys the way capitalism is supposed to work according to public perception, desperate and/or sick people have a way of creating chaos.

Anti-drug campaigns fail for various reasons. One reason is that they exaggerate dangers. Various campaigns have claimed that drugs fry your brain like an egg, that marijuana causes lung disease and insanity, and may fund terrorism. These claims often conflict with what children, especially teens, have observed first hand. Another reason is that they do not treat the root cause of substance abusers (mentally dis-eased). Because anti-drug campaigns have proved ineffective in many ways, focusing on recovery and the roots of addiction can be forward thinking. Lack of research is also a reason why anti-drug campaigns miss the mark
