looks like the Sims in low-res 2D
(at least from the OP picture)

I thought it was just The Sims (2000) in low-res 2D, but it actually has nearly everything from 3 and 4. Maybe even 2.
The 'tinys' themselves sort of remind me of Codemonekys. I think the low-res 2D was chosen to make it more versatile for modding support and such.
Also, performance, since it's nice actually playing a Sims title that doesn't run like complete dogshit.

I actually have every expansion for the original The Sims, but haven't actually ever installed all of them together.

You should at least the play the game with all packs installed, but I cannot go back since I'm too used to all of the nuances and additions in future installments that this game feels ultra basic.
The Sims 2, The Sims 3 and even The Sims 4 all improve upon the original in a lot of ways.

What I thought was just the first game with a 2D pixelated art style reminiscent of the show Code Monkeys, ended up being being all three of the aforementioned future titles in the franchise. Still with Code Monkey graphics.

I think I tried once, but it was on a computer with a 16:9 display and original Sims didn't have a windowed play mode so it was stretched and looked like ass.

I think you could have used the -w in the command line trick to run the game in a window, right?

idk, possibly. I didn't know about that command at the time, so I never tried. Now I lack the time and free space.
