Yes, there is. However not many artworks are being sold at $3 per item. The typical range for artwork is $30-$3000. So people aren't likely to buy a $3 artwork because it's not common practice.

If you want to make money through artwork here's how.

Learn how to cast metal objects. With a furnace etc. Then make fake Roman and Greek metal objects. Basically copies of what was made 2,000 years ago. Then go from second hand store to second hand store selling them for $50.
