The mechanic you describe should be possible to implement on any existing game engine. Even idtech1.

I don't understand what you mean by export to html. Do you mean have the build system targetting webassembly+webgl and running then on the browser? There has to be a few engines like that but if you are going to do this i think you are better off hand writing it in wasm or anything that compiles to JavaScript, with webgl.

but actually have it. im not confident i can write that kind of function nor do i know whats that function will be

it ll be about limiting the function within specified magnitudes or something...
