Ruby on Rails.
Its benefits are that you only have to learn Ruby, HTML and CSS for basic purposes, rather than the traditional way which requires you to learn HTML, CSS, JavaScript, PHP and *SQL. Sheesh!
I'm currently working on a minimalistic chan-like site. I'll probably post about it here when it's released (if it's released).

For the base software, $15. If you wanted me to add additional features the price would have to vary on how involved the feature would be to implement.
