Tis simple really - IF people for the most part do not follow a good protocol (which I admit I tend to bend a bit)
So if they DON'T then the Hospital people who are OVER WORKED as all Fuck - Will end up getting sick themselves and no one will be around to care for them much less those who demonstrate

The mayor mentioned in the article/video is the Mayor of the City of Encinitas which oversees 3 towns and one city which includes Cardiff by the Sea.
My beach is called Swami's because my next door neighbor is the Self-Realization Fellowship and the founder was Paramahansa Yogananda a Hindu who created a unique new kinda religion based on Eastern Stuff and locals called him a Swami or something of such order, He done died back when I was still under of age pre teen.
I wood have been kinda with them but only to get my Beach Opened back up - Currently the only legal place I can Surf and not get a $1000 ticket is to drive up daily to the Marine Base which is wide open to those who have new Gov ID OR as I do with a Passport. Logistics make this difficult when I go in early AM from my Ex-GF's ranch and more so cause the wait time to get in the guard gate can be 10 to 40 mins with so many Marines coming in and local employees that man/women the HUGE Base which has a HUGE Amount of Gov owned and Private Beach which is more popular for Great White Sharks and I am NOT kidding.
I missed the protest cause I was still Surfing the Marine Base Ocean a Blue. I new the protest was going to happen and figured getting to my own house wood mean a mess plus being pressed to provide bacon and Eggs for about 100 people - I maybe had 6 fresh eggs left and only a few pounds of bacon

Because other than the Highway itself there is just about no where else to go. Not just about because THERE IS NO WHERE ELSE TO GO
The Beach Parking lot with a freebe is CLOSED with a barricade. To the right of the parking lot is the church with a huge wall so all you have is sidewalk and the highway - to the left of the parking lot there are very VERY Few houses - Each with a driveway. So the crowd not wanting to be mowed over by traffic had no were to really protest for very long.
AND Prior to this the Sheriff's were handing out $1000 tickets for any fail of law re Virus anything - On the first day of handing out tickets 22 people were stuck with the $1000 Loss.
I figure at some point they will ticket me for whatever.
