Topic: How to make an Imageboard

The IB-world in my language was starting to grow since these last 4-5 years but for reasons the biggest -chan died almost a year ago. Many of its users moved back to english IBs, others went to a temporal-refuge board, and the rest of -chans are small and dead. I would like to fix this by creating a new, atractive and stable Imageboard to re-join the former users, unify them and succeed the last one. Maybe I don't want to manage forever, I'm just another user, I just one to help to reborn this community.
I have notions about webpages tech and stuff, but I'm not good at programming and I don't have the time nor the desire to study coding by myself, is there somewhere to find a person to code for me the base of the chan?. I am willing to pay for a webhost too, a small and obscure one would be good, do you know examples? I would like it for have a dark and minimalistic aesthetic good for the eye, I don't like bright colors like the /b/ of 4chan. Do any of you know of a web motor or design to power it?

All that coding is done and available at no cost
Just get a host download and install.
Member Catherine has installed multiple boards with the software so ask her for advice.
