you can create all the bullshit about catching certain pokemon that don't even exist?

like the game itself is fine, nothing needs to be changed, but it'd be sweet to add in those crazy bs pokemans like metazap and how to go about getting or...shit i forgot most of the bs rumor shit for red/blue

relatively speaking, hacking the game to replace one existing pokeyman with what crazy shit you wanted to add would be the easiest way. and yes it is relatively speaking, you still need to know how to decode the rom and write gb code/binary code to achieve that.
