1st Google answer is: Humans will never fly by flapping our arms with wings attached, says Mark Drela, Terry J. Kohler Professor of Fluid Dynamics in the Department of Aeronautics and Astronautics. The arms and chest of a human do not have anywhere near enough muscle mass to provide the necessary power
Now ask "can humans fly with artificial wings"
A human any human can take a trip to Mars and with the reduced gravity they will be able to fly.

My point is, of course flight is possible, at least with the help of tools. In the instance you describe, the air paddles are the tool. Here on Earth, airplanes and computers are the tools. Some aircraft would be impossible to fly, w/o the aid of computers, like the A-117 for example.

I dream a lot that I can fly by flapping my arms. Sometimes I just fly by picking my legs up off the ground with my arms and I just start moving in the direction I want to go.
