Why then are we arresting 16 year-olds for petty crimes such as marijuana possession?Perhaps a policy investigation is in order, and the Young Offenders' Act should be raised to 25. If the Young Adult brain is still in-development, it could be argued that they can't fully comprehend what they're doing nor the consequences thereof...
