I come with information from minichan mod "Becky".
I chatted up with her on IRC and she told me a few tidbits. Mainly that Syntax is a fan of sock-puppetry, in that he actually keeps deleting his cookies to have conversations in threads as if he didn't post there at all.

For confirmation, you can PM her (or Walter) on IRC too and you'll find out she will tell you the same thing.

Technically, logging in as another id will delete your cookies.
Also you mentioned in the user2user pming thread that you use different ids on "different devices". Considering this site and minichan both allow you to login and use the same id elsewhere, I'd say OP's right.
