He is supposedly destitute, homeless, penniless, with only one set of filthy torn rags, and living in a beat up, torn tent under a bridge in a homeless encampment. If that all be true, then what about these facts?
1. Despite having no transportation, he manages to get to the library and soup kitchen every day.
2. He has constant, reliable internet access.
3. He has a storage space that he manages to pay rent on every month.
4. He has a steady supply of alcohol somehow.
5. He manages to somehow eat every day somehow.
6. Since he claims to post here on a phone, he must have an active phone account, which we all know costs money.
7. HE apparently has no need or ambition to find a job, nor has he had for months.
How is he pulling all of this off?

1, 2, 5, and 6 can easily be explained.
1. Maybe the library and soup kitchen happen to be within walking distance. If Bert panhandles then he should be able to work up enough change for bus fare. Homeless people where I live take the bus so they must be doing something to get spare change.
2. Most places have free Wi-Fi services and most of them tend to be pretty reliable.
5. I'm sure soup kitchens and homeless shelters don't turn away those who come for meals. Plus he has said he eats at a church so they probably have different rules too.
6. Some states have programs that give people free phones if they meet certain requirements. I know California does and one of the free phones they give away is a smartphone. Maybe Tennessee is one of those states that give away free phones.

Tennessee is actually a pretty progressive state. They have a balanced budget, decent job outlook, and are the first to implement free college up to an associate for its residents. Also, I've been told by my dad that they have some of the most beautiful women there but that's more anecdotal. He's a trucker so at least he can compare.
I know you guys are probably going off of GDP or income per capita but that's a rather poor marker since some of the best european countries don't necessarily score the best but it's rather the system and various people advocate looking at more than just that to determine the quality of the area. I'm inclined to agree.
