So getting back to your cable issue. Your download speed is indicative of much older TW specs for upper tier. Still what you have is sufficient for most work YET what you described says something is wrong with your device. Do not boot up your edge browser and try Chrome on the same URL you found as slow loading.

UPLoad speeds are always a fraction of download but yours is uniquely LOW by about 10X.

So 1st reboot your device then launch Chrome only and run the test again and try out that URL that was slow loading

The other thing to try is your brothers device on the same URL OR invite a friend over and try another device.

Best if you can connect directly to the modem to eliminate Wifi issues.
