I know the $50 is probably already spent and it's hard to break a habit so you just can't be told to "JUST BUY PANTS AND GET A HAIRCUT"
So why not a compromise. Whenever you get money, why not spend only half on the bottle and half on the most pressing issues. A haircut at a super cheap place is like $5, a bottle of everclear @ 1L is $20, that leaves you a full $25 for pants from goodwill? But you would have to IMMEDIATELY go and spend the money. Don't even bother to "save".
This way you ingrain into your mind to do a good habit and use the drink as a reward system. A huge part of your problems comes from the habits you have so obviously telling you to just spend them money %100 wisely isn't gonna happen so why not make it at least %50. Once you have a job you will have enough money to drink AND to survive.
What are your thoughts on this?

That is exactly how bert ended up on street. Enough money means he loses jobs because of the enough money. 4 bert that will never ever ever never ever work
