I kind of imagine him standing on the precipice unable to step back, like some loony on the ledge of a building with a crowd gathered below telling him to jump.

A very good point, but I'd assume that in that situation, the police would have arrested him, confiscated his stolen cell phone, and locked him up in the slammer without further ado.
