California didn't switch from plastic to paper. They kept plastic bags and made em thicker so they'll be worse to the environment now.

The rich who voted for it just pay for the bags. Then throw them out instead of recycling them as garbage bags.
The very poor go on food stamps to get free bags. Hardware and Office stores give free bags. It's just grocery.
And those in between buy all their food online now.
