Actually, when he was begging for food a few days back, I seriously considered telling him to turn himself in as a vagrant. Spending a few days in a jail cell would've been better than sleeping rough and hungry in the middle of winter.

AFAIK he's only visited jail, but maybe you're right, a longterm stay would be simpler for him than functioning in the outside world.
