The same reason nobody can seem to take on giant social media websites like Facebook.

Back before Facebook was king there were a lot of smaller versions of social media. I remember all of my friends switching from Xanga to Myspace back in the day. Now any competing social media platform suffers from the fact that normal people just want to go the path of least resistance which now means going with the largest platform. Nobody is switching from Youtube to anything else because all of the channels they're subscribed to are in that one place. None of the channels want to switch because then they have to upload the same video twice, check notifications on two different videos, go through more steps than they did before just to do what they have already been established in. If you set up a new website, then from the users perspective, you have to now think to go there. The big websites people visit every day are almost second nature where you don't even have to think about where you want to go when you open the web browser. Now when you branch off from one of those big sites, first of all your size takes a huge hit because of the number of bot accounts watching you goes away. All of the major youtubers have them even if they're not paying them. Then you lose tons of subscribers from inactive accounts. This is all before factoring in a human element. Once you consider that, you're faced with the fact that a lot of people are going to forget about you after a while. There are other youtube livestreamers with charisma that will satisfy your need to watch a video game be played. You're not very likely to draw people to you rather than people just stop thinking to go see you. People who have been on house arrest will know what this is like. It's the difference in going to the people versus the people coming to you and more often than not, people will not come to you. Luckily the people who do come to you will likely stay around but now you're tasked with more issues.

Before, you got to keep basically all of your money you made from streaming. Now you're forced to cut into that money with a significantly reduced audience. How do you go about making money? You obviously will use ads, but who isn't using adblockers these days? You can work ads into your videos which will be fine. Let's just say he makes a lot of money, though. Now you're spending money on a server and if he's expecting to get millions of hits it won't be a cheap one. You need a website that is very well developed and easy for everyone who watched your videos before to pick up and use. You need to store videos, comments, usernames, passwords and now you also have to protect all of your valuable information. With as much notoriety as PewDiePie has, you'll definitely have people looking to hack you. Google was protecting you for free. Now you need someone who is going to require money for it, and in all probability won't do it as well as Google did.

It really makes you miss the old days when the internet wasn't just a few massive pools of all traffic and users and was more fractured into a lot of really interesting niche communities.

Not a lot. It's not bad enough that most of the traffic on the net has swarmed to a few websites, but now any obscure community isn't like to appear very high up in the search results for most search engines. Google's search algorithm is absolutely garbage, too. If you want to find obscure communities like this one or saovq, you have to dig or just get lost.
