Clearly Bert was a marijuana addict. His creepy behavior combined with his inability to form coherent sentences is indicative of someone who has intaken too many cannabinoids. Alcohol users tend to be more relaxed and laid back, calm and peaceful people. Not to mention cannabis is responsible for many health-related issues that Bert serms to exhibit, whereas injection of ethanol is virtually harmless if using a sterile needle.
