That paper is after all NOT as Neo Con Nazi as Breitbart news but still its on the super FAR Right side for Republicans (Specifically the group known as the Christian Conservatives. Shocking beyond Shocking and details for some other time - BUT SHOCK OF SHOCKS - Decades n Decades LATER I end up with a nice office in that AT&T building for about one year - AT&T building security is on a high level with mostly cameras looking at where you are and my pass was a full building pass BUTTTT Well informed that I had to have a damn good reason to wander -
Yea way to much stuff as tl;dr but time to vent cause I just made it Hell on Earth for a Client I despise (AT&T) Really its SouthWestern Bell renamed as AT&T
So during that year I sure wondered about the 32th floor - ALL AT&T buildings of OLD are mostly empty caverns - Mass of leasing for Co-Location of other peoples Servers and Services including competition. They DO HAVE one of the most outstanding Battery n Generator back up systems in existence - That building can go on for years with outside power shut off -
So I waited n waited until a high level Executive VP from Texas came out on a visit and I said Hey how about WE go up to the 32th floor and take a look at all the OLD Microwave stuff cause 99% of those massive Microwave Horn's on Top of Key AT&T city buildings are DEAD DEAD n mostly not even connected.
And that was really an interesting view of lots of Old and even a bit of still working stuff - INCLUDING MY Clip Leads still in place which means I could still connect to that system and access the one working Microwave link which - Well anyway - THING is - It bypasses the SS7 system - A Truly rare situation
ALL provided in full detail at no charge by Bell System Technical Journals that leave OUT NOTHING NADA ZILCH - Anything anyone needs to know including Sensitive STUFF - All out in the full open and found at any MAJOR City Central Library

The only working phone systems are the OLD HARD WIRED Land Lines - Designed to work under full water for YEARS n Years No Problem
