The Council, FEL, RRM, and affiliated organizations all operate in cells. While I am the spokesperson for a large percentage of the hand of The Council and FEL I only have access to a small coffer, due to my... predilections, three safehoues, and 27 active agents in this region (with more in reserves that operate in various sectors of the DoD and civil services). Now there are operatives tied in with TC and FEL below TC that will add their manpower and armaments when The Council's gives the word or explicit instructions, but the grate 'Dies Irae' or the day of mass euthanasia isn't upon us yet and SnS stickers aren't in the budget, damnit!
