Is there some way you can calculate a way get my Pokemon onto all of
the games?
Specifics:
- Section 1 (Sapphire & Leaf Green) are my carts. My intent is to collect one of every species on both games.
- Section 2 (R/S/FR/LG) are my cousin's games. I'm only worried about getting 1 of each species/evolutionary line onto those games.
- For section 2, some preference is given to Sapphire & Leaf Green because these have my cousin's saves on them. Ruby & Fire Red were bought secondhand and have someone else's saves.
- I'm not worried about shuffling legendaries around, only Pokemon that can be caught multiple times or bred.
- I'm breeding/catching them, not just shuffling around to fill in dex entries.
- Fire Red is the designated 'dumping' game if there are to be one-sided trades for Magikarp.
So is there some way to use some function magic to tell me the most efficient way to accomplish these goals?

I think a cloning glitch is the most effective way to accomplish your goals. However, in gen 3 cloning is only possible on Emerald, by exploiting a glitch in Battle Tower. I really have no idea how to easily accomplish this otherwise, sorry bud.

I'm just breeding them. The thing I'm trying to solve is choosing pairs to trade between games. Like I need to get a Caterpie onto the Sapphire in section 1, and section 2 Leaf Green needs a Ralts. It's a logistical puzzle I suppose.

I want to find some way to get a list of trade pairings that will distribute the work evenly enough that I don't have to do a lot of one-sided trades. Like ending up with my Leaf Green having all the non-legendary Pokemon, but still needing to trade for several on my Sapphire.

I don't know about that part, but they call in the Harlem Globetrotters at the end to figure out how to get everyone's brain back into the right body.
Anyway, it's sort of like that, but I don't want to do tradebacks unless it's a Pokemon that evolves via trade.

Unless you have ready supplies of certain held items, necessary for trade evolutions, be prepared to play at least one game more than once.

this is actually a legit problem. i think this is a variant on the stable matching problem (https://en.wikipedia.org/wiki/Stable_marriage_problem). that being said, this is probably an interesting problem to write an algorithm for.
btw, not sure excel does what you want it to do for this, but it could. not sure of excel's limitations.
