Syntax worked with Nintendo of Japan to create a system for distributing Celebi's GS Ball via satellite, but they had so much trouble understanding what he said that they ended up just using cell phones and based a Team Rocket grunt on his speaking style instead. And that's why Celebi was never available outside of Japan.
