I think some places are safer than others, but I wouldn't know for sure, although there's got to be places you can go there without worrying about acute radiation sickness. There was some short vice doc about hunting mutant animals there a while back that looked like a lot of fun. The whole hunting mutants element would just make it more FO4-esque.

You're most likely going to be hunting stuff like mutant bears, so Yao Guai are a real possibility.

I'm pretty sure the government already took out all the super mutants, but I can't say the same of deathclaws or radroaches. Proceed with caution.

Ghouls sometime have caps with them, but homelesses bear higher chance to have caps than ghouls. Plus pre-war monie.

exactly. well if the ghoul was homeless before turned then they might have it as well, but they have high chance of dropping it elsewhere when mindlessly strolling around.
