Is that really a mastermind though? That's like a squad leader, team supervisor, or whatever the equivalent is for terrorist cells. Although if they're plotting terrorist attacks from the ground up, I suppose the term might be applicable. There's a lot of logistical issues that go into that sort of thing... or so I'm told.
