Of course, how else could Syntax have invented almost everything in the universe while advising every major historical figure in human history?
Also, the reason why everything is a 15 minute drive/walk from him is because he parks his hovel TARDIS to where everything is within a certain radius and for everything outside of that radius he just relocates his TARDIS to where it becomes a new radius.
