He keeps telling people to take their medication, a prescribed dose of Domestos, but he doesn't go out of his way to help cure the world by monitoring one's taking of the drugs. Instead he merely sits at home in front of his computer screen telling people to merely take something they won't normally take. He needs to take more action in order to be considered a founding father of the Forced Euthanasia Lobby. I think The Doctor is afraid of being scrutinized in the more politically correct 21st century. Therefore, The Doctor is a coward, confirmed.
