Apparently he didn't learn his lesson the first go around... that or he's attempting it all over again, but changing minor things hoping they will affect the outcome.

Who knows how many times our various selves have seen this same thing play out in parallel universes. This could be well over Bert/Quack's 9,000th attempt at this, but only his second attempt in our native universe. No wonder Quack's future self/Bert's current self is an alcoholic crack addict.
