Is talking of someone a thing? If so, is there any difference between that and talking about someone? Like one is positive and the other is negative?

I avoid using talking of someone, since it is essetianlly the same as talking about someone, and the latter is more clearly stated I'm talking "about" someone

A common saying is to "speak of the devil". Speaking "about" connotes a full lecture or conversation, while speaking "of" is more likely to be a mere mention.

Sure. Oh, other common phrases: "let us never speak of this again" and "speak ill of the dead".

It is also common to use "talk of" as meaning "talk concerning", such as "talk of war", using "talk" as a noun.
