The fixity of the boat with respect to the water level was not specified. Are we to assume the boat is freely floating? If soa, then the water level with respect to the boat will not change outside of a rational parameter dictated by prevailing winds. Hence, it becomes altogether unlikely that the rungs will be covered, unless a further splash specification is made.
