I think they just use them because they like them and they don't give a shit about what sort of local creeps or global mafia profits from their pleasure. Lots of them have plenty of self esteem to the point that they look down upon people who aren't into the party drugging, angrily calling them narcs, and angrily look down upon police, calling them pigs. Half these idiots, when still minors, don't even understand where laws come from and have no idea that government makes laws, and police are just workers for them. Addiction is just a word for "I really like it but now you have to feel sorry for me".
