Many places have laws against what they call loitering. You can't just hang around on a street, especially near store fronts and so on. As for following people menacingly, that can already considered stalking or assault (remember the difference between assault and battery). If streets had cops walking the beat instead of cameras taking pics of shit, much could be mitigated.
