Birth control pills to my knowledge are a different hormone than testosterone. Birth control pills use hormones like progestin. Lots of testosterone doesn't prevent pregnancy in women, it just boosts their sex drive: black women are a good example. Female-born "Thomas Beatie" who took hormones to pretend to be a man, could still get pregnant:
