Anti-androgens should in fact be sufficient.
It's for this reason that they're a good diagnostic tool in the assessment of transsexualism. Those without the condition who are simply fetishizing it would quickly abandon the process.

If the anti-androgen is supplemented with estrogen replacement, then this is true.
Most countries outside of the US (who are too profligate with overdiagnosing transgenderism) will start with the former first, to wean out fakes.
