Topic: Creepy downstairs neighbor

This story is from about three years ago but it still makes my blood boil to think about it. Three years ago I lived in a nice apartment complex with two year old son. I worked at night and my husband worked during the day so one of us was always home with our son. It was a great apartment complex to live in until our downstairs neighbor, Bert, moved in.
Bert was a big guy around my age but he looked older. He dressed like a homeless person and his arms were covered in Aryan Nation prison tattoos. He had an older even more homeless looking man with rotten teeth and prison tattoos helping him move in. I later found out this guy was his roommate. I told my husband about my concerns and he just brushed it off. He said he had worked with him before when he worked in the food service industry. He said Bert was harmless and chalked the tattoos up to the fact that you have to join a gang in prison for protection.
The problems started only days after Bert moved in. I was at the complex pool and he kept "casually" walking by staring. I was swimming so I just brushed it off as him going for a walk around the complex. Stupid, stupid, innocent me. I got out of the pool and decided to lay out. I was about ten minutes in when a shadow fell on me. I had my eyes closed just zoning out with my headphones on. I thought the sun had just gone behind a cloud. I started getting this weird feeling and looked up. This guy was standing right over me! He was just standing there, leaning over the railing to the pool area directly over me! I nearly pissed myself.
"Can I help you with something?" I asked taking my headphones off.
He smiled this really disconcerting smile at me like he wasn't doing anything wrong. "I wondered when you were going to notice I was here.." He just kept grinning at me like he couldn't tell I was upset.
"I noticed. You're blocking my sun. Could you go stand somewhere else?" I was trying to sound hard so he would go the fuck on somewhere. I can't remember what he said but he ended up moving but it was only a couple of feet away from me. I decided that was enough sun for today and started packing up my stuff to leave. I got on my phone and called my husband to come get me. He asked why I couldn't just walk by myself to the apartment since I walked down by myself. I insisted and yelled at him to come get me now.
I decided to swim while I waited for my husband because it was far enough away from Bert that I felt sort of safe. Bert just stood there staring the whole time. About five or ten minutes later my husband finally showed up. He was fussing at me for making him come get me. Bert was still there just staring at me, watching the whole thing go down. I tried to tell my husband that Bert was creeping me out without just blurting it out. I wrapped my towel around me, picked up my bag and started off with my husband.
"awww...are you leaving?"
"Yep, the pool is all yours" I called over my shoulder.
"I was only here to watch you.."
I got the shivers and walked faster just wanting to get away. After that, I had a few more run ins with him. He would stand under our staircase and watch me walk up or down the stairs, especially if I was wearing a dress. He would stop me and try to have inappropriate conversations with me anytime he saw me outside. He would try to touch my hair or my arms. The way he talked was probably the creepiest thing about him. He seemed to think women were objects and belonged to men. I even caught him giving my young niece cigarettes and money. I thought it was in an attempt to "groom" her.
I had it out with him and told him I'd call the cops if he ever came near any of us again. It stopped everything but him standing under the stairs watching me. I took to wearing shorts under my dresses that I would take off when I got in the car. It still didn't stop him from trying to sneak a peek. I'd flip him off every time he did and he'd just laugh like I was flirting with him.
The day I moved out was the last creepy experience I had with him. He noticed me carrying a box of things to my Pawpaw's truck. My family was helping me move. He cornered me when I was alone and asked if I was moving. I said yes and he said
"awww...I'm going to miss watching you walking on the stairs...and in the pool.."
