fallout 3 maybe, in new vegas it isnt all that easy either
oh and the thief guide isnt all that bad, wait till you're dealing with assassin guide. after finished a not-so-related quest you're basically FORCED to join them

given so many grey or pure dark quests in skyrim I'm actually glad there's nothing keep track of my behaving other than individual city's bounty
and who can resist stealing everything in houses and stores with zero consequences as long as you dont get caught

I hate stealing and ive fucked up way too many times. I hate when I go to talk to someone and accidentaly end up stealing near by items
