The cactus wall works well for keeping the mobs out (except for spiders who climb over but still take damage so no biggie), but the villagers will often times walk into it so maybe it's best to have something that stops them.
I just realized they have a /fill command now so maybe I could just put up a barrier wall. ---Nope, that's only for 1.8.
