Not quite. '....' would be acceptable at the end of a sentence and '...' would indicate a pause. At least that's how I understand it.

Ah, I'm glad someone has finally broken the code. I had thought it was just gibberish initially but occasionally patterns formed. Are the words he uses that appear to be typos also significant? Perhaps it's meant to add emphasis... sort of an alternative to italicizing words?
