Isn't this because the quests are randomly generated?
I heard the game had a generator, but I often wondered how repetitive they get.
Like have you ever encountered a quest with only different conditions.
I mean like having to assassinate someone over yonder or deliver something.

Yes there are radiant quests which you do the same thing but on different target/location
which are meant to help reducing the repetitive lol by ensuring no 2 playthru will be identical
but even so there're numerous type of radiant quests
plus there's also a handful of unique quests
disregard those radiant quest i still have shitton of unsolved/untriggered unique quests
plus a civil war unsettled
