Morbid is just now entering the phase where he can work and develop a career path or whatever. Bert has given up on life and will be homeless again and a burden on taxpayers when he is no longer able to work, which shouldn't be too much longer, given his lifestyle.
Bert can't hold down a steady job anyway so his paying taxes is really a non issue.
