The state tea time was actually discontinued in World War 2 because the German's started aiming their missiles and launching their planes to coincide with the state mandated tea time. The London guard and air defense teams were all having tea and London burnt for several weeks before something was done; now known as "The Blitz."
The upper classes actually fought the move saying that it would signal a break in Britains resolve and that the Nazis had won in changing our way of life; ignoring the fact England was in a state of mass rationing and moving kids out of cities to protect them. Many people compared it to the Generals of WW1 who refused to modernise resulting in the scores of deaths of British men.
Now only the upper classes have tea time that is set between 3 and 5 pm and in the North of England it is referred to as a "Doing a lazy watchman". In the more manual of trades tea-time is considered much like a smoking-break in that inbetween large amounts of work or after large jobs you have a cup of tea.

I don't drink cheap tea. I drink pretty expensive tea most of the time. Teabags are never good, there isn't enough room in the bags. Pyramids can be OK. You can get teabags with more than tea dust in them, but they make an inferior infusion.
