Well the good old lick fingers and use as a test probe to give yourself a quick shocking answer. Just looking at the structure - Two bobbins for high isolation - Its probably step down only. Got a car light bulb handy to use as ..is it more then 12 volts or less and by how much.

its 230v primary n 12v secondary... I have a traffic light light bulb to test lol.
the wires on one side r way thicker than on the other side so I guess the thicker ones have to be primary. I tried all possible combinations but it keeps blowing my fuse. guess that thing is dead and thats probably the reason they replaced that thing in the first place...

Scale from photo makes it appear smaller then wot I wood expect to find inside a traffic signal. So I take it you took only parts of the signal and that is why terminals were disconnected?
Powering up the 12 volt lights wood be easy if you have an old computer power supply handy with 12 volts dc. YOU COULD just use 230 to power up the lights for a quick flash.
Could get a huge voltage drop from a plastic bucket filled with salt water and coat hanger wires etc. You can even get free Hydrogen gas in the process.

Bad pic cause any serious Taco place only serves Soft Shell. I was trying to vary photos and probably never used that one. I must admit on occasion I do like the crunch of the hard shell but NO PLACE uses the good stuff to Stuff them
